List reviews posted since the last run: reviewer_name, rating, review_text, review_date, has_owner_reply.
Save each review keyed by reviewer_name and review_date.
Return new reviews with a rating of 3 or lower first, then the rest. If there are none, finish with an empty result and say so.

You provide “location_name” each time you run it.
